Matt Lyon

CEO AND PRESIDENT

Matt joined WCF Insurance in 2017 as chief operating officer and became CEO in 2022. Before WCF, he worked as head of commercial insurance product management at Farmers Insurance Group of Companies in Los Angeles. Matt has broad experience in the insurance industry, successfully serving in product management, operations, and strategy roles at Nationwide Insurance and The Hartford Insurance Group, among others. Matt received his BS in economics from the University of Utah and his MBA from DePaul University.

Charles Pugh

CHIEF OPERATING OFFICER

Charles joined WCF Insurance in 1996 in the Safety and Health department. He transitioned into Claims in 2011 and was responsible for claims adjusting, claims operations, special investigation activities, medical case management, and vocational counseling. In September of 2024, he was appointed the chief operating officer. Charles has a bachelor’s degree from Utah State University and a master’s degree in public health from the University of Utah.

Ryan Andrus

SENIOR VICE PRESIDENT, GENERAL COUNSEL

Ryan joined WCF Insurance in 2008 and is responsible for adjudication, subrogation, insurance regulation, and government relations. Ryan holds a bachelor’s degree in business administration from the University of Utah and a JD from the University of Nevada, Las Vegas. He also earned the Associate in Risk Management and Certified Property Casualty Underwriting designations.

Jill Christensen

SENIOR VICE PRESIDENT, CHIEF HUMAN RESOURCES OFFICER

Jill joined WCF Insurance in 2002 in the claims department. She moved to human resources in 2013 and is responsible for the various aspects of HR including talent development, recruiting, benefits, and compensation. Jill has a bachelor’s degree in business management from the University of Utah and an MPA from Brigham Young University. She is also certified as a Senior Professional in Human Resources by the Human Resource Certification Institute.

Matt Goldsberry

SENIOR VICE PRESIDENT, CHIEF INFORMATION OFFICER

Matt joined WCF Insurance in 1997. He became the first full-time information security professional at the company, establishing the information security program before organizing a framework for security and compliance. He graduated Magna Cum Laude with a BS in Business Information Systems from Utah State University and earned an MBA in IT Management from Western Governors University. He currently sits as a board member of Utah’s Association for Information Management.

Bill Riedley

SENIOR VICE PRESIDENT SMALL BUSINESS

Bill joined WCF Insurance in 2017 as the vice president and chief underwriting officer of Small Business, bringing with him over 35 years of experience in the insurance industry. He was appointed to senior vice president of Small Business in April of 2024. Prior to WCF, he held the role of chief underwriting officer of Commercial Insurance at Farmers Insurance, overseeing a $2 billion portfolio. Bill holders a bachelors degree in economics from California State University Bill also holds various designations, including Associate in Reinsurance (ARe), Chartered Financial Consultant (ChFC), Chartered Life Underwriter (CLU), and Chartered Property Casualty Underwriter (CPCU).

Ken Houting

SENIOR VICE PRESIDENT, MIDDLE MARKET

Ken joined WCF Insurance in 2022 as the vice president of Commercial Claims, bringing with him over 20 years of experience in the insurance industry. He was appointed to senior vice president of Middle Market in July of 2024. Prior to WCF, he had the role of Head of New Markets and Strategic Accounts at Farmers Insurance Group overseeing their largest commercial customers as well as other claims leadership positions. Ken holds a bachelors degree in political science from The University of Texas at Austin.

JD Ashby

SENIOR VICE PRESIDENT, CLAIMS

JD joined WCF in 2002 in the Legal department, where he litigated workers’ compensation claims before transitioning to Human Resources and later to the Claims department. In Claims, he initially over saw medical case management, vocational rehabilitation, special investigations, and subrogation, eventually taking on responsibility for workers’ compensation adjusting. JD was appointed to senior vice president of Claims in September 2024. He holds a bachelor’s degree in organizational communication and a juris doctor from the University of Utah.  

Brian Stuart

SENIOR VICE PRESIDENT, LARGE COMMERCIAL

Brian joined WCF Insurance in 2023 after 25 years in the insurance industry with Selective Insurance, based in New Jersey. He holds a MBA from the University of Phoenix, a BS in Ecology and Environment from the East Stroudsburg University of Pennsylvania, and an array of designations, including Certified Insurance Counselor, Construction Risk and Insurance Specialist, and Associate in Underwriting. He also holds a Property and Causality License for the Commonwealth of Pennsylvania. Beyond his professional achievements, Brian embodies values that align closely with WCF's commitment to serving the community. He serves as a lifetime volunteer firefighter, a devoted former foster family for emergency placements, and a passionate supporter of the humane society.

Scott Westra

SENIOR VICE PRESIDENT, CHIEF FINANCIAL OFFICER

Scott joined WCF Insurance in 1992. He oversees the financial analysis, financial reporting, accounting, budgeting, actuarial analysis, investments, data analytics, and project management functions for the company. Before his time at WCF, he worked for Ernst & Young from 1987-1992. Scott has a degree in accounting from Brigham Young University and is a certified public accountant.

Kathryn Clark

SENIOR VICE PRESIDENT, CHIEF RISK OFFICER

Kathryn joined the WCF Insurance Safety and Health team in 1997. Prior to WCF, she worked as an industrial hygienist for Kennecott Utah Copper and as environmental health and safety manager for Megahertz U.S. Robotics. Kathryn is a certified industrial hygienist, a certified safety professional, and holds an associate in risk management for enterprise-wide risk management (ARM-E). She received concurrent bachelor's degrees in biology and public health/industrial hygiene from Utah State University.
