WCF Board of Directors

WCF is owned by its policyholders and governed by a board of directors. Board members include policyholders and members of the public. Four board members must have expertise in actuarial science, accounting, investments, risk management, occupational safety, casualty insurance or law.

Dallas H. Bradford – Board Chair
Mr. Bradford is a retired CPA. He spent 33 years with Arthur Anderson as the head of the Salt Lake office tax division and a managing partner. He is on the audit, investment, and compensation committees.

Lane A. Summerhays – Vice Chair
Mr. Summerhays is a retired CPA and the previous president and CEO of WCF. He is a member of the investment, marketing, and compensation committees.

Roger Livingston 
Mr. Livingston served as the director of the Utah Division of Risk Management from 2006 to 2009 and as a district court judge for 16 years. He is a member of the marketing and audit committees.

Kent Cannon
Mr. Cannon  is the president and principal of Roy & Associates and professional in residence of the master of science in finance program at the University of Utah Eccles School of Business. He is also the former president and CEO of Beneficial Life Insurance Company. He sits on the audit and investment committees.
 
Heidi E. C. Leithead
Ms. Leithead is a shareholder at the Salt Lake City law firm, Parr Brown Gee & Loveless, where she has worked since 1987. She focuses her practice on employment law. She sits on the marketing and risk oversight committees.
 
Randy Rigby
Randy Ribgy is the former president of the Utah Jazz and worked for the NBA franchise for nearly three decades. He is an alternate member of the NBA Board of Governors. Mr. Rigby serves on WCF's risk oversight and compensation committees. 
 
Ray D. Pickup
Mr. Pickup is president and CEO of WCF. He joined WCF in 1993 and became WCF’s CEO in 2008. Mr. Pickup’s background is in accounting. He sits on the investment, marketing, and risk oversight committees.
